also crops up a lot, so you can never trust a comma (or lack of). Having said that, "permanente et suivie" are indeed frequent bedfellows, but I believe "permanent" is being used here in the sense of continuous. I would normally bend over backwards to avoid "ongoing", but it may be the only choice here.

...there's a healthy amount of "permanente et suivie" (mostly "exploitation permanente et suivie") on the "net.

is to imagine a comma after "permanente" ie "la distribution... suivie selon..." with suivie meaning "pursued, or followed along the lines of..." etc etc.
