Explanation:
Well, I know that's what it is for electricity, and certainly, in the early days of STD in the UK, we still talked about calls being 'metered'
However, I'm sure Michael P. has probably got it right, with the more up-to-date term than I, but I just thought I'd throw this in for what it's worth.
Seems to me they are talking about mediation as a way to settle disputes about call charges on phone bills, no?
