Lorsqu’au cours du comité de pilotage, des points à escalader en comité directeurs ont été identifiés, points qui nécessitent une résolution sans attendre le prochain comité directeur, une procédure d’escalade se met en place.
Elle consiste à identifier parmi les participants permanents au comité directeur, une personne « relais », nommément identifiée, qui est en charge de relayer la demande d’escalade auprès des autres participants permanents au comité directeur afin d’arbitrer de façon accélérée. Cette personne « relais » est également en charge de la diffusion de la décision finale AUPRÈS des INITIATEURS de la procédure.

Explanation:
I don't see anything wrong with the literal translation here: it is perfectly acceptable to talk about the 'initiator of a request', for example; if you feel that sits uncomfortably with 'process', then you might prefer 'instigator'

And if you go for something like 'circulation of the final decision...', then the preposition 'auprès de...' can simply become 'to' --- though of course, this will depend on which verb you choose for 'diffuser'
