I have no idea what this means. The whole sentence reads 'Les representants insistent sur la necessite d'etablir une bonne concertation avec leurs collegues liniers en ce qui concerne le prix des etoupes de lin complementaires des fibres de chanvre dans les nouveaux debouches' So, the representatives are stressing the need for a high level of cooperation with their colleagues in the linen sector as regards the price of .......?

Explanation:
Well, I can only think they are referring to them in the plural as a general type of fibre. 'étoupé' is tow [in nautical terms, it would be oakum], and is oftne made of flax or hemp --- or as here, presumably, flax with added hemp fibres.

Whether this refers to the actual fibres as a raw material, or is being used as a generic term for 'articles of clothing made with this fibre' (cf. 'woollens'), is for you to decide...

Of course, I don't actually believe 'tow' is an appropriate word to use in a fashion context! I assume there must be a more suitable term, but perhaps we just need first to ascertain if the basic meaning is correct, at least?!
