This is in a paragraph on Continuous Improvement. Not sure what it means here. Here's the paragraph:

Les chantiers de progrès seront présentés par le prestataire au plus tard au terme du premier semestre. Le plan présenté devra être jugé à la fois crédible et ambitieux par SIA et ** décliné sur la durée ** du contrat. Le plan sera basé sur des données mesurables (quantités chiffrées, coûts, enquêtes de satisfaction …).

in this context - the various parts of the plan should cover the whole contractual period

décliner is a very "in" French word these days. It means that you start with a whole and then you filter down from that throughout the rest - in this case, it refers to a plan, which is an overall all-embracing unit - which should then filter through, at the various different levels and in various different ways - to the whole contractual period
