Same context as previous question - I should specify that this is for electric-powered trams, and autodetection systems to prevent them from overrunning signals set to red. Thanks!

b. it then activates itself after the safety circuits are set in motion or opened. The safety circuits power the relay at this time? If this is true, that means the tram will be timed by the K1 relay after transgressing this light not to move beyond a limited, timed, safe distance.
c. but note: the K1 relay self-activation will work only when the tram is working or switched on and fails or will not come into play (or operational ) if an external element, possibly a human present who immediately has shut down the tram, electronically or made it to stop working, physically, as soon as this breach is noticed.
d. the use of the participle, preparé, in this industry is quite novel.

Explanation:
This came up in Kudoz before under dépréparation (see below).
Obviously it means something along the lines of "deactiviated".
