This is a legal document related to the maintenance of rail infrastructure. This term pops up a lot on railway related websites but I'm none the wiser as to what it means!

Work permit, work certification

Explanation:
SNCF makes a difference between "Agrément de circulation" (running permit), which means railway maintenance vehicles are allowed to run on their network (for their way from and to the worksite) and "Agrément de travail" which means that these vehicles are actually allowed to operate, in your specific case to tamp/level or line the track.
