Is anyone familar with this expression?, and if so, what exactly does "libre" refer to in this context?

Explanation: "limite libre" (libre = clear - geddit!) is a telescoped (i.e. engineer's) way of referring to the more noble gabarit d'espace libre, which may be translated as structure or clearance gauge, structure gauge being the size of say a tunnel and clearnance meaning the clear room through which the vehicle can pass - 6 of one and half a dozen of the other...
