The context is the transportation of hazardous materials and the exact sentences (which appears to be a set expression) is as follows:

"(Transport) ne dépassant pas les limites libres"

Is anyone familar with this expression?, and if so, what exactly does "libre" refer to in this context?

Explanation:
"limite libre" (libre = clear - geddit!) is a telescoped (i.e. engineer's) way of referring to the more noble gabarit d'espace libre, which may be translated as structure or clearance gauge, structure gauge being the size of say a tunnel and clearnance meaning the clear room through which the vehicle can pass - 6 of one and half a dozen of the other...

I agree it is a set expression, linked to article 1.1.3.6 of the ?ADR/RID?, I think that the set part is "limites libres", all I could come up with was :

"maximum total quantity per transport unit"
