This is a description of a barrel for transporting scrap metal.
"Ces barils devront être munis de couvercles et de collet de serrage avec boulon"

collet can mean different sorts of things - but here it must go around the barrel / lid and be tightened with a bolt to ensure the lid does not come off - (The lid presumably has a lip all round over which you fit the collar)
I haven't been able to find a picture of one which would fit a barrel but it should be rather like a giant jubilee clip. |
