La position française, bien que légitime, paraît insoutenable dans la mesure où elle trouve son fondement dans la tardiveté de son processus de réforme du réseau ferroviaire national. En effet, les autorités se trouvent quelque peu prises au dépourvu en raison du dépassement progressif de la conception qu'elles ont développée à propos de la directive 91/440 et qui sera exposée plus bas. C'est une situation qui peut être rattachée à la convergence des points de vue entre les chemins de fer français et belges sur le caractère inopportun de la proposition E 510.
