Ysabel812: 12:49pm Jan 3, 2008: Context - This company is talking about continuing development in 2008. "Cela se fera tout d'abord par un renforcement des moyens humains, un challenge important pour les responsables pays de XXX, mais aussi par le biais d'acquisitions sur lesquelles nous travaillons déjà."

agree writeaway: or even expand human resources. Expand sounds like the right word.

disagree Vittorio Ferretti: "expand" implies only "more quantity" and excludes "more quality"

For julebarba: funny, in my Google display, all the entries of the first page are "reinforcement of the staff" hits; the first one is from WIPO

neutral juliebarba: I don't think this works in English. That has no meaning - that's the number of hits combined for each word. I just looked and couldn't see an appropriate example on the first pages at all

building human resource capacities

Explanation:
Over 700 ghits for this one.

The "capacity-building" thing used ad nauseam in corporate literature is "renforcement des capacités" in French. That's standard glossary stuff. The term is ubiquitous.

"moyens" and "capacités" are synonymous in this type of context.
