road block
Explanation:
I think I'd just call it a road block and be done with it. Even when the police set up road blocks after a robbery or breakout of a disease, etc., they are always "filtering" road blocks, even if the only person who doesn't get through is the criminal they are after.

I rather suspect that in France some "code" or other prohibits road blocks by anyone other than the appropriate authorities and that strikers get round this by calling it a "barrage filtrant".

It really doesn't matter what they do or don't let through, it's still a pain in the butt and it still causes traffic jams. Strikers who do it should be removed to a secluded spot, 10% of them filtered out and shot.

However, it appears calling it a "barrage filtrant" makes no difference:

Which is as it should be. Pity it "isn't" more often!

Actually, analyzing it some more and having Googled "barrage FILTRANT + police" and "barrage ROUTIER + police", and despite the comment at http://forum.wordreference.com/showthread.php?t=288677, I get the feeling that:
barrage filtrant = strikers' roadblock
barrage routier = police/Army roadblock

chicane

Explanation:
TV news showed lorries being positioned diagonally across the carriageway in pairs, to form a chicane that let traffic through but only very slowly.

"There are two general types of chicanes. The single lane version requires road users travelling in one direction to give way to opposing traffic. ..."
www.brake.org.uk/index.php?p=320

"Chicanes are not suitable on high-speed roads and are not suitable for abnormal load routes." Unless, of course you want to make them into low-speed roads by parking your abnormal loads where they will have maximum effect.

picket line

Explanation:
Of course, depending on how you word the rest of the sentence, you may need to specify that this is lorry drivers' or truck drivers' picket line.

All picket lines are there to deliver your message to the maximum number of people, and to try to discourage some from crossing the line (or by physically preventing them, if the police don't stop you). I don't see that these need a different expression or more explanation.

Googling for truck or lorry drivers and picket line gives many, many hits and at least the first 2 pages are entirely relevant.

disagree  B D Finch: The lorry drivers weren't actually asking other drivers not to cross. A picket line (piquet de grève) is specifically to persuade workers to show solidarity and not to cross it.

-> I'm afraid I disagree entirely with your comment - they were definitely trying to stop other lorry drivers crossing
