This is from a quality criteria document for storage containers (XXX is the container manufacturer):

"S’agissant de matériels gérés en pool, ils doivent être en état d’usage. De fait une tolérance est appliquée sur certains critères, que XXX, les utilisateurs et les clients payeurs de la boucle acceptent."

It seems to me that "boucle" may have the meaning of "fee", "retainer" or "subscription" here, but I can't find anything to support this, so I may be on the wrong track completely.

Any suggestions/ideas would be greatly appreciated.

sounds like an anglicism to me.
I think they are talking more about a physical than a financial dimension here.
Just take the principle of the "pool" (container pool, in this case): several players agree to form a group in which each can use the others' containers as their own. The advantage is that when a client needs a container, if they don't have one of their own, they can use one of their pool colleagues' rather than bringing back one of their own from a distance at great expense (empty run). This saves money for everybody: the container owner, the end client (because, have no illusions empty runs are factored into the sales price) and should save time.
So if you anayse the sentence, they seem to be saying that all the players in the pool accept certain constraints and, rather than repeat the word "pool", they use "loop"

I think this may mean the people who pay to use, turn and turn about, the equipment in the "pool". Would this fit?

Explanation:
I take it XXX supplies containers, removes them, replaces them with "new" (used) containers, empties and cleans the full ones and injects them back into the "loop" or system. With multiple users, no user has specific containers allocated to him and him alone. It's like the waste containers used in some cities: they take away your full one and leave you with an empty one which may or may not be more battered or a different colour ... Quite where "clients payeurs" fit into the scheme of things I'm not sure. Possibly, assuming this is something like waste containers, a building owner/manager (the "client payeur") contracts to have these things issued to the building for use by tenants/occupants but does not actually use them himself.

Are they "storage" containers (of some shape or form) or, given the heading "transport/shipping", "shipping containers" (of certain definite shape and form)? Not that it is likely to make a difference to the translation.

To me, "boucle" is just this all the users and paying clients of this given container manufacturer.

boucle = all in this same "pool" (customers, users of this manufacturer)
