promoting alternatives to the use of the private motor car...
I'd have used "car-sharing", but my problem lies in the fact that this can't be used for both "covoiturage" and "auto-partage".

I did wonder about "pay-as-you-go" ...

It's NOT talking about people sharing their own cars (ride/car sharing?) but an organization that "hires" cars for short periods (up to several hours). You pick up the car and deposit it at the same place, within a given time - for the next person. It's unclear whether this is currently a paid service in this particular instance... but I believe that a fee is generally charged for this type of service.

I did wonder about "pay-as-you-go" ...

Many thanks for any help!

Notes to answerer
Asker: thanks Emma - distinctly feasible! The addition of "club" helps differentiate it from what I've always known as car sharing - which is an agreement between private individuals

  -> Thanks, G!

agree  Clive Phillips: Given the Wikipedia article (Alison in Discussion) and the Reference information from writeaway, perhaps "ride sharing" or "lift sharing" would do for "covoiturage".

-> Sad! french langage has greek roots : auto- * Préfixe, du grec autos, soi-même, lui-même (autodidacte, autodéfense), ou du français automobile (autocar, auto-école).

my solution (presuming "site" is a car park):

(xxx car-sharing club, parking facilities for car-sharers)

I think "car-sharing" is taken as read

"parking facilities", "website", "bananas", "chocolate"... any noun could slip into my suggestion :

(xxx car-sharing club, website for car-sharers)

Asker: thanks Graham! - along the lines of Emma's answer. I believe the "site" in question is actually their website. Sorry, I didn't think to clarify this!

Autopartage

Covoiturage (happens to be carpooling in English)

Note to reference poster
Asker: many thanks, writeaway for the excellent refs. My problem is that what they define as "car pooling" is what I've always known as "car sharing" (ie, when you share transport with someone who lives near you, generally taking it in turns to drive, providing the other person with a lift and thus saving petrol...) I wonder if car pooling is a US term?
