These similar terms come from a section of a town planning document which is discussing the nature of an ideal business park. Both come from the sentence "Comment favoriser la bimodalité, la multimodalité, quelles possibilités d’utilisation de la voie d’eau et du ferroviaire sur le territoire ?" My guess is that these refer to use of two/more forms of transport but how to render these in English is another matter! Thanks in advance.

Bimodal is when two modes of transport are used to carry a shipment and multimodal is when more than two are involved
