By improving efficiency at the port and processing stuff faster, they do not have to transfer as many containers to a nearby place to stock them while waiting for stuff to be processed. So, they save money by not having to transport them there or store them there. This cost of moving and storing the containers off-site location (presumably at a neighbouring location) are referred to as the *[sur]coûts d’extra-portage*

I'd thought to go with "additional freight/cargo costs", but do not find this to be a particularly satisfying translation.
