There may be a fine distinction beteen "dispositifs de câblage" and "dispositifs d'arrimage", but I hardly think it is worth making in English (maybe one refers to hold things down (vertically) on the deck, the other to holding groups of things together or at specific locations (horizontally) on the deck. A quick look through my "The Official New Zealand Truck Loading COde" reveals nothing significant, unless one considers one of these terms might refer to "load binders - A devic fitted to each chain or lashing used to tighten (teznsion) the restraint ...). I should think the "etc." would cover it.
