Something can be \"sufficient\" without being \"regular\" - once may be sufficient. If it is \"regular\" it may be \"sufficient\", but not necessarily. The terms are not synonymous.
In any event, the French original says \"régulier\" which cannot be read to mean anything other than a reference to frequency here.
