I don't really understand the tenses going on in this sentence:
Ces travaux se cumulent avec des opérations de maintenance lourde qui étaient en cours de programmation au même moment sur les différentes passerelles ainsi qu'avec un arrêt prolongé du poste 6.
Does it just mean "which were being planned at the same time as..."? Is it bad French?
