Die o.g. "organismes liés à l'Etat par une convention" gehören dazu. Fällt jemandem dazu eine gute (möglichst kurze) Formulierung ein?

Wäre evtl. eine Lösung. Falls du «vertraglich» vermeiden willst, wird es schwieriger. «durch eine Vereinbarung ... gebundene» ist schwerfälliger und lässt sich kaum verkürzen.
Statt Organismen könnte man auch Stellen, Institutionen usw. verwenden. |

Selbsterklärend - l'état trägt eh noch keine Präzisierung in sich.
Manche würden auch 'staatliche Behörden' sagen, aber das ist irgendwie wie 'telefonisch anrufen'.
