Ich übersetze einen Text zum Thema "Suisse 200 000 sans-emploi => 200 000 frontaliers avec un emploi - Appliquons les Droits de l’Homme et de la Femme" und der ist wie folgt gegliedert:

A. ANALYSE : FAITS et CHIFFRES (en premier cérébral)
B. ADMINISTRATIF : REGLES et LOIS (en premier opérationnel)
C. SOCIAL : POUR le BIEN de TOUS (en premier empathique)
D. CREATIVITE : IDEES NOUVELLES (en premier conceptuel)

Ich bin mir mit den Klammern unsicher. Meint ihr, sie sollen darauf hindeuten, dass in den vier Abschnitten das Problem jeweils zuvorderst ("en premier") vom jeweils genannten Gesichtspunkt aus betrachtet wird? Etwas anderes kann ich mir einfach nicht vorstellen... Und wenn ja, wie übersetze ich "cérébral" dann hier? Hat jemand eine Idee?
