d'après ce que je peux comprendre du peu dont je dispose:
sembrerebbe che la persona in questione abbia fatto un ricorso probabilmente per eseguire qualche lavoro o servizio, promettendo la creazione di più posti di lavoro che ZZZ che ha vinto il bando.
Se la mia intuizione è giusta potresti tradurre :
Nel XXX, ha fatto ricorso....... sulla base del proprio impegno alla creazione di posti di lavoro.

visto che hai confermato la mia interpretazione, è ovvio che devi trovare una tournure che metta in rissalto l'aspetto positivo dell'impegno alla creazione di posti di lavoro. Eviterei a questo punto " promettento ..." o " sulla base di promesse... " che fa troppo promesse elettorale non mantenute ...... |
