Letteralmente: "la Slovenia si è scusata", che è orribile a dirsi; se ti è concessa una traduzione un po' più libera lo puoi anche mettere come "la Slovenia si scusa per l'assenza", altrimenti lascia "assente giustificata" che rende bene l'idea...
