Credo che qui tortiller sia utilizzato nel senso di muovere, spostare in continuazione, alludando a certi genitori sempre pronti ad accontentare i figli, pure quando le attività che manifestano di voler fare non sono compatibili con la loro età.
Ovviamente la frase in italiano è da perfezionare!
