É uma sugestão, pois também procurei por um termo legal e não encontrei.
Poderia ainda ser traduzido como "tempo de trabalho interrompido por motivo de força maior" e aí a expressão já tinha um cunho mais jurídico, penso eu...
As interrupções de trabalho ocorrem em circunstâncias de: acidentes, limpeza, manutenção ou afinação de equipamentos, mudança dos programas de produção, carga ou descarga de mercadorias, falta de matéria-prima ou energia, ou motivos climatéricos que afectem a actividade da empresa, ou por razões económicas...
