French to Russian translations [PRO]

Les frais services centraux sont un peu en dessous du budget sur le mois et en cumul, en valeur mais pas en taux.

В тексте здесь и далее противопоставляются эти два параметра, en valeur и en taux
Правильно ли я пониманию, что под en valeur понимается стоимостное выражение тех или иных расходов
А под taux - их удельный вес в общих расходах, то есть доля, процентное соотношение?
Или я ошибаюсь?
