Dans le domaine des sujets humains, la chose dont on parle est influencée par ce qu’on dit sur elle. C’est ce qu’on appelle – quand on ne se trompe pas – « l’effet d’annonce ». Effet d’annonce qui ne doit pas être confondu (comme le font couramment journalistes et politiciens) avec le simple impact d’une annonce, c’est à dire l’effet de sensation provoqué par une information importante. L’effet d’annonce veut dire que ce qu’on annonce est transformé par le fait qu’on l’annonce. Autrement dit, l’effet d’annonce désigne le fait que la chose qui est annoncée n’est pas la chose qui adviendra. D’une manière plus précise, on annonce une chose pour qu’elle ne soit pas, mais devienne autre. L’exemple le plus clair est celui que j’ai appelé (avant Michel Godet auteur de l’effet d’annonce) l’effet bison futé. La gendarmerie annonce que les routes seront pleines dans l’intention évidente de les vider. Ce qu’ont compris les malins qui la prennent à ce moment-là. D’où le remplissage de la route en un deuxième temps. D’où la course poursuite entre l’annonce et les faits, chacun chassant sur les traces de l’autre.
