Yo me inclinaría por dajarlo simplemente así. Literalmente sería sobre el Atlántico o encima del Atlántico, pero en español ya se sobreentiende que los ciclones no se forman en el mismo mar.

Y ya puestos, pondría formación en vez de nacimiento.
