In de Duitse situatie wordt onderscheid gemaakt tussen Fachkräfte en deze categorie, waarbij dat vooral lijkt te slaan op personeel dat door praktijkervaring en/of niet-formele opleidingen over een bepaald (voldoende) kennisniveau beschikt.
Wanneer het expliciet gaat over elektrotechnische taken, zou dit *misschien* mogen worden vertaald als Voldoende Onderricht Persoon (VOP).
