German term or phrase: Pensionsverpflichtungen ausfinanzieren

fund pension liabilities/obligations
Explanation:
is absolutely correct. The problem here is that there is a heated debate going on in Germany as to whether pension obligations for which provisions have been recognised are "funded" or not. The accounting standards people (IASB/FASB) say not, the rating agencies say not. But some German corporates are trying to pretend that pension provisions represent "internal funding", as opposed to "external funding", i.e. via a pension fund or other pension plan.

So from the German perspective, "external funding of pension obligations" may be politically preferable, but it's constructively incorrect.
