neutral  Gert Sass (M.A.): Whether or not a coll. has encountered this expression before is of course absolutely irrelevant. In fact, both terms - OOH media and OOH advertising (which would o. c. be more appropriate here) - do exist. Still the question is lacking context to be sure

I also feel somewhat unsure due to a lack of context (what would be the opposite to Außenwerbung?), but this seems to come closest to your description.

neutral  Textklick: Sorry pal, doesn't cut the mustard IMO. Added: I note that you have reconsidered. I would guess that is a competition for the creative/artistic effect that "A" has in public places, but the question is a little vague.

  -> This suggestion, as you may not have noticed, referred to the broader concept of “Außenwerbung im öffentlichen Raum”, where due to a lack of context it was not clear if A. referred to outdoor advertising (=the natural translation) or maybe sth else...

  -> Stimmt. Allerdings bleibt die Komponente “Außen-“ hier mangels Kontext erklärungsbedürftig und „relativ“, analog zu bspw. „Außenwirkung“, auch wenn zunächst einleuchtet, dass „Außenwerbung“=outdoor adv. und „W. im öff. Raum"=public advertising.
