Can you perhaps find a better word than "network of intermediaries"?

Within a network of intermediaries (forest, harvest, transport, saw mill) measures will be taken that are geared at facilitating promising, effective forest management and a safe long-term production location in xxxxx for the forestry and timber trade.

Forestry Network

Explanation:
...or something like "Forest Industry Network" (which you probably shouldn't use, since it is already taken: http://www.forestindustry.com/ ).

Maybe something like that would work but it might be too "free," hence my low confidence level.

I think that you can be a bit free with this, since the sentence goes on to define what "actors" are included in this network.

network of supply chain participants

Explanation:
...is what I would suggest, given that your text deals with "...Holz in der Supply Chain"...

Or, if you feel bold enough, you could even call it 'logistics channel'.

Logistics Channel:
The network of supply chain participants engaged in storage, handling, transfer, transportation, and communications functions that contribute to the efficient flow of goods.

network of parties involved

Explanation:
As some of the instances mentioned (e.g. Transport) do not actually supply items, I would say that the "Akteure" include every company or individual who is involved in the industry.
