"Im vielfältigen Beziehungsgeflecht der grenzüberschreitenden Zusammenarbeit schafft die IBK eine gemeinsame Klammer"
I'm stuck with Klammer. My attempt would be something along the lines of: "IBK embraces the complex relationships arising from cross-border cooperation". Any better ideas?
