nach freier Beurteilung

English translation: on a discretional basis/discretionally

German term or phrase: nach freier Beurteilung
"Der Gewinner des Wettbewerbs wird von einer Jury unter allen Einsendungen nach freier Beurteilung ausgewählt."

Obviously the jury is judging the entries and selecting the winner, so the Beurteilung here seems a bit redundant, but I'm a little unclear about the precise meaning of nach freier Beurteilung. Any help would be appreciated!

agree  Horst Huber: "At its (I would add: independent) discretion". Suggests gently, that the jury is not under outside influence and that its choices are not reversible (usually in the "fine print").

agree  Armorel Young: To me it suggests that they are not working to any "scheme" that involves marks out of x for one aspect and out of y for another, but simply choosing what they consider to be the best entry.
