This is a discussion about the state of digital advertising.

'...Ist es Qualität, wenn hinter den Checkboxes State-of-the-Art-Tools, qualifizierte Mitarbeiter, XXX, SEM, Marktforschung, die Kunden heutzutage auf ihrer Anforderungsliste haben, **grüne Haken stehen**?

The literal meaning here is clear but I'm not clear what the author is trying to say.
