I read it as customers who react sensitive to general business policies (or possibly changes thereof)
in other words, customers for whom business policy/certain elements thereof is/are an important issue
these clients have to be treated with the utmost care

more info would help to see in what regard specifically they are sensitive.

The context (if we had it) could prove that these are simply customers that are very important for (general) business reasons - but the word "sensible Kunden" makes me think that this refers to how those clients are like/what they are thinking, either about their image or the image of the company from which they are buying.

Explanation:
Just to get you started, hopefully. I'm thinking that if Angola Air cancels a contract to buy an Embraer, it won't make much difference, but if Lufthansa cancels an order for 50 planes, it will ... something along those lines. Apologies if I'm totally off the mark.
