in other words, customers for whom business policy/certain elements thereof is/are an important issue

The context (if we had it) could prove that these are simply customers that are very important for (general) business reasons - but the word "sensible Kunden" makes me think that this refers to how those clients are like/what they are thinking, either about their image or the image of the company from which they are buying. |
