Um die projektierten Maßnahmen sicher abzuwickeln ist es aus meiner Sicht notwendig, die Rasenfläche vor der Fußball-Gala abzuschälen, die Boden verbessernden Leistungen (Düngung, Verbesserung mit Sand) durchzuführen und das Planum wieder herzustellen.

Re-level
Explanation:
I think it simply means to re-level the pitch, i.e. flatten it so it doesn't slope off in one direction or have bumps and so on. I suspect, from the other work required on the grass, it hasn't been used in a while. Hence it may need to be re-levelled.

Just an idea.

is the general engineering meaning. I think it would fit here too. Basically, it means restoring a flat surface (in this case the playing field surface to sow grass or to lay turf.

agree  Daniel Bird: re-establish the level maybe; level as a noun is OK here for sports pitches, building sites etc.
