at least that's what I'm getting from various websites ... someone who has just settled on a new piece of land and is usually heavily indebted.

e.g.
a new peasant category was created, that of "Neubauer" (new farmer). These "new farmers" were given Only a few acres, sometimes Only a garden spot, to farm, ...

Neubauern,

in der sowjetischen Besatzungszone/DDR Bezeichnung für Landarbeiter und Vertriebene (»Umsiedler«), die 194549 mit der Bodenreform (unter Rechtsverletzungen) eine der 210276 neu geschaffenen Bauernstellen erhielten (mit bis zu 10 ha Land); wurden 195260 ebenso wie die »Altbauern« in die Kollektivierung einbezogen.
