I'd say "3-stufig" refers to the three levels of increasing steepness the cargo area may be lifted to in order to dump whatever is on it..

Asker: It is mainly abbreviated as "Brgr."Um diesen Vorteil zu optimieren werden alle Kippertypen mit 4-stufigen Kippzylindern ausgestattet **(Brgr. 3210 mm 3-stufig)** die eine hohe Bodenfreiheit aufweisen und dadurch eine Beschädigung des Zylinders verhindern. The part that I have marked above is suggesting that the answer might be " lift arm length" as I believe the "3-stufig" refers to the lift cylinder.
Asker: That's right. I just wondered why it was right beside "Brgr." but I realise now there is no connection. I agree that "Brücke"is just "Ladefläche" or "floor". I also agree with Spud's reason for only the length being given.
