If the farm was state run, and we are apparently referring to Prussia under the "3rd Reich", the official in question may have been affiliated with a statewide Kulturbauamt, but quite conceivably with a more local version of the same. Trakehnen may have had such an office. It seems more like a rank than a function strictly speaking.

This is from a book about a 1938 visit to Trakehnen, a Prussian state owned large horse farm. The term is a person's job title. For example, the director of the farm was called "Landstallmeister XYZ".

A "Sekretär" of course would basically be in charge of records. More specifically, a Kulturbauamt (examples on the internet) tends to be involved with environmental engineering in a city or town; such offices include administrators as "Kulturbausekretär." Possibly there could be a jurisdiction with a "Kulturbauamt" in charge of horse farms?
