We have two compost heaps, as is the usual practice. One old, one "new", changed annually. the old compost is turned over once before being spread on the garden in the Fall. The "new" compost ist turned over twice in the year before being tranferred to the "old" compost heap, also in the Fall,, or being left where it is. Turning over is vital to insure enough oxygen. the best answer would be a combination of the two: shifting (umsetzen) and turning (wenden). "Over" is optional in my opinion, since compost doesn't drive, walk or take any form of tranportation until it hits the wheelbarrow.

What is actually done is that you use a fork to turn over the compost heap to a new location whereby the lowest part of the heap should become the upper part of the new heap (turn over). So you "turn over" the layers and relocate (umsetzen). Most of the times it is done directly beside the old heap.

Still thinking about the translation. But the easiest way to turn compost (wenden) seems to be to move the entire pile, shovelful by shovelful, to a new location (umsetzen).
