Explanation:
I remember a similar question a while ago but could not find any conclusive entries in our glossary. I googled for ho+hiesig= zero results, but ho + hierortig led me to the site below. I am pretty sure that "ho." is indeed the abbreviation for hierortig.

provincial authority


Explanation:
ho = höher´, clearly 'higher'. A Ressort is an authority of some kind, but often applied to a provincial authority (esp. in ths context).

Well you never stop learning! ho = hierortig does indeed look like a winner so I revise my original opinion and concur with Johanna!
