The first stage is "Projektpräsentation und Aufstellungsbeschluss". I have asked my client what is meant by "Aufstellungsbeschluss" and was told it is the "rechtlicher Beschluss, das Verfahren einzuleiten / zu
beginnen". Does anyone know what this is called in the architecture world in English?

I've just proposed "planning approval" in answer to your next question. As this 'Beschluss' precedes that stage, you could well use the term 'preliminary planning approval' here
