Interestingly, http://www2.beuth.de/index_en.php3 (the German publishing house for DIN/ISO standards) yields the following English translation for this *ordinance* (Verordnung) when searching for \"HOAI\":

HOAI, Ordinance on the honorariums for services of the architects and engineers (honorarium code for architects and engineers), Publication date:1991-03-04

But still, I don\'t quite like \"honorarium\" and would use \"fee(s)\" since usage of the latter term is IMO much more frequent.
