Riegel is usually "rail", i.e. a horizontal piece of wood between posts (e.g., in a timber-framed wall.)
Here it is used for identifying the width of a portion of a building (usually built based on some grid dimensions that determine the location of inside walls, partitions, hallways, etc.) – e.g., a wing, as Peter has suggested. But it could also just be part of a floor (Stockwerk).
The term is used when the efficiency of floor plans is evaluated (i.e., how many offcies can you fit in, given the ratio of length to width), as in this example
