Zur schnellen Regelbarkeit der einzelnen Büroräume wurde in jedem Büro vor der Fassade ein Deckenversatz in die Betondecke geschalt. In diesem Versatz wurde ein Kühl-/Heiz-Deckenelement als Ventilatorkonvektor deckenbündig eingebaut.

Explanation:
Step, or change in levels. In a way it is a recess, but this suggests that after a width of a few cm the floor / ceiling goes back to what is was before the recess. Here, against the facade, it probably doesn't. "Decken" refers to the floor if you are looking down on it, or ceiling if you are looking up, but German doesn't make this distinction; I usually translate this as floor (or floor slab if it is concrete).
