The context is simply a craft keyword search based on Google keyword tool database. The word appears as is void of context. I'd like to know whether the term means craft paper or paper craft .- in the first referring to the paper used for crafts and in the second the craft itself

Explanation:
This is always what I've referred to it as. The colorful, slightly thicker paper you use for making crafts. I'm not sure if this is strictly AE, though.
