As a native speaker of German, I know, of course, what "angelegt" means here. The problem is how to word it in English:
Ein ungelöstes Problem im Bereich des Tissue Engineering ist die Frage, wie sich aus embryonal **angelegten Strukturen** funktionelle Gewebe entwickeln, welche morphogenen Faktoren an diesem Prozess beteiligt sind und vor allem, welchen Stellenwert dabei die Umgebungseinflüsse haben.

Ich denke, für "embryonal angelegt" reicht als Übersetzung "embryonic" allein aus.
