I would call it "germination inhibition test" or "germination inhibition bioassay", and keep the inhibition in the term, as "germination test" would be the opposite meaning.

Of course, the results can be the same, if you perform a "Keimungstest" or a "Keimungshemmtest", but the intention for testing is a different one.
