It is perhaps a little out of context in this paragraph but I think "Pflanzenbestand" could be referred to more precisely in the original as well... it is clear from the text that we are talking about grasses but it does not refer to a lawn as such.
The quality of the produced rolls is tested (for the percentage of Poa and Lolium) at the site where the lawn is cultivated/ extracted... and needs to reach the above mentioned level to pass quality standards before it can be sold and transported off-site...
