• Der Pflanzenbestand muss zur Abnahme an der Schälstelle einen Anteil an Poa pratensis
in Höhe von ca. 60 % aufweisen. Als weitere Rasenart muss der Bestand zur Abnahme an
der Schälstelle einen Anteil an Lolium perenne in Höhe ca. 40 % aufweisen.
Die Beschaffenheit des Saatgutes ist durch Vorlage des Mischungsnummernbescheides
nachzuweisen.

Explanation:
I don't think a mirror translation works for this so I would suggest cultivation site. It is perhaps a little out of context in this paragraph but I think "Pflanzenbestand" could be referred to more precisely in the original as well... it is clear from the text that we are talking about grasses but it does not refer to a lawn as such.
The quality of the produced rolls is tested (for the percentage of Poa and Lolium) at the site where the lawn is cultivated/ extracted... and needs to reach the above mentioned level to pass quality standards before it can be sold and transported off-site...

Explanation:
This is about turf: it's grown in a field, then harvested. I can't think why there needs to be such a pompous term in German (sorry!) but surely Schälstelle is the place of harvest ie the field it's grown in. Here's a cheesy video to back me up iof you can stand it!
